Updating hurd hangs in VirtualBox when creating device nodes

When I run `sudo apt-get full-upgrade` the VM grinds to a halt when
it starts creating device nodes.  It gets slower and slower as it
progresses.  100% CPU usage and no disk activity.

This is on a VirtualBox 7.1 VM on a Linux host.
