removal of mips64el, armel from Debian unstable/experimental

Hi,
nobody opposed the removal of mips64el (#1105972) or armel (#1113679)
from unstable nor did anyone want to move either architecture to ports.
So I guess we can go ahead with the removal.
w-b team: Could you please disable buildds for mips64el and armel for
Debian unstable and experimental?
I'll look at removing the architectures from the archive later.
