The libcuda1 is no longer available on ppc64el architecture for
both testing and unstable. That means the runtime dependencies
of pytorch-cuda cannot be satisfied, and that will make the package
no longer installable, neither supported.

Please remove the binary package of src:pytorch-cuda for particularly
the ppc64el architecture, for both testing and unstable.

Note: this was a request for a partial removal from testing+unstable
