The libamdhip64-5 package is only available on amd64, arm64 and ppc64el, so there's no need to rebuild on other architectures. The ucx library is the most popular reverse dependency of libamdhip64-5 and it is the only package not maintained by the Debian ROCm Team that can be fixed with a simple binNMU.
