libvsqlitepp FTBFS on ppc64el

libvsqlitepp is still listed as FTBFS on ppc64el on the Debian buildds:

Since you mentioned that the issue is not reproducible in your setup, 
could you please clarify how you attempted to reproduce it — in 
particular, whether the build was done on a ppc64el machine and with 
which toolchain?

As it is still failing on the buildds but not visible in Salsa CI, 
should the bug be reopened to track this?
