s390x install Debootstrap warning: Failure while configuring base packages. s390-tools depends on perl:any.

Hello folks,

I'm attempting to install a Debian 10.4.0-s390x in a z/VM system under a
zEC12 CEC - 2827

I've set 1 CPs + 1 GB of memory and a 40000 cyls DASD (30 Gbs ~).

The installation crashes during the OS base installation step. Follow the
logs:
