This was perfectly correct.  I've added some more minor commits.  This override
in d/rules looks redundant to me:

override_dh_auto_test:
	dh_auto_test

  https://salsa.debian.org/s390-team/openssl-ibmca/-/blob/debian/debian/rules?ref_type=heads#L24-25

You might consider removing it, thought.

Otherwise I consider the package ready for uploading.  Just confirm and I'll
sponsor the upload.
