Since I am currently testing this in a clean amd64 chroot, I noticed that you
actually need some more packages:

# apt install gcc-sparc64-linux-gnu libdw-dev libssl-dev:sparc64 flex bison \
              debhelper-compat bc kmod libssl-dev python3 rsync
