Guess this depends on if the browser also supports uploads (transfer being both sending and receiving). Seems to be quite a bit broader than the existing debtags vocabulary, lots of overlap. Extends it with license, audience and devel status categories. In retrospect, it's strange to want to categorize all packages from scratch when you already have this lying around. How about dropping the current vocabulary for the trove categories?
