After that, tagcolledit could be used to convert from the special debram tags to the other debtags tags. However, I now realize that this process could be fully automated: once we do point 1), we already associated a good set of debtags tags to every debram terminal group, so it would be easy to create a script that just adds the tags to all the packages in that terminal group.
