This is the "official" version, and they *are* perfectly entitled to sell it 
and label it as such -- as long as it is in fact made from the Debian CD 
images.  In fact, that's the only way Debian gets sold.

If it's not made from the Debian CD image, but a repackaged version, then it 
can't be called "Official" anymore (trademark misuse), but it's still okay to 
sell it as "Debian".

What resellers are selling you is the CD burning service, and the packaging, 
which might include things like printed manuals.  This is a service which 
Debian actually encourages.

If you want to contribute financially to the Debian project, consider buying 
from a vendor who either donates a fixed amount per sale, or who offers a 
separate donation line item on their site.

And isn't that a cool thing?!   :-D
