The only control panels that are in Debian are mine:
http://packages.qa.debian.org/d/dtc.html

and webmin. Nothing else is designed close enough to the views of the 
Debian policy, IMO.

Adding jabber or SIP shouldn't be so hard in DTC. I'd be happy to help 
doing that. There's already someone who added ADSL accounts, so ... :)
