From my experience I can tell that high temperature are caused by open source Nvidia driver (nouveau does not support throttling and power features).

So I recommend you to use proprietary Nvidia driver with Nvidia PRIME (or Bumblebee) support.
You can consult with Fedora-specific documentation about this.
