On a new install you should get the new names.  If you installed
unstable before the changes were made, the system should continue to
give you the familiar legacy names even after upgrading.

If you want to enable the new names on a system that didn't have them
initially, I think, but am not certain, that simply erasing
/etc/udev/rules.d/70-persistent-net.rules will give you what you want.
