Service name for Azure mirrors

Hi mirror team

Please allocate a service name under debian.org for the Debian mirror
network within Microsoft Azure.  For now it should point to
debian-archive.trafficmanager.net.

I outlined the reasoning why it is necessary in
[email protected].
