New ftpsync version 20171018 (regression update)

Hello mirror operators

We released ftpsync 20171018 today.  This is a regression update.

The last version broke compatibility between rsync 3.1 on the client and
rsync 3.0 on the server.  This problem is fixed in this update.

No other changes are included.

You can find the new ftpsync version shortly on a Debian mirror near
you.
