Issue rsyncing our secondary mirror to primary (FR)

We are hosting a 2nd level mirror in France (ftp.u-strasbg.fr) which is
synced to the primary ftp.fr.debian.org. For a few days now we have a
connection failure with the upstream french mirror:

rsync: [Receiver] failed to connect to ftp.fr.debian.org (2a01:e0c:1:1598::2): Connection refused (111)
rsync: [Receiver] failed to connect to ftp.fr.debian.org (212.27.32.66): Connection refused (111)

As I no longer have a direct contact with staff at the hosting site
(proxad.net), I hereby ask if someone has some news about ftp.fr.*
having issues or new policy with rsync mirroring?

Any advise on using another primary mirror as a temporary fallback is
also welcome.
