Desconfio que:

1) shutdown

Encerra o SO.

2) halt

Encerra o SO (shutdown) e para, ou seja, não desliga o hardware.

3) poweroff

Encerra o SO (shutdown) e desliga o hardware.

No Debian (10.10) os comandos shutdown, halt e poweroff são uma 
referência (link) simbólica para o comando: systemctl.
