Esse e um problema recorrente, que toda atualização parece retornar.
Aqui no Debian 10.10, no arquivo
/etc/default/keyboard tem o seguinte:

Conteúdo do arquivo Compose (pode ser que esteja truncado devido a
problemas de encoding)
