It would in any case be interesting for a bug report to know
whether the problem is in Debian installer images, too.

This one is advertised on https://www.debian.org/distrib/ as
"A larger complete installation image: contains packages for all
 desktop environments, making it easier to install machines without

If you want larger package collections on a stick and are willing
to cope with Jigdo, then consider the 16 GB ISO from:

or 50 GB DLBD-1 from:
