No, the Mac Pro 2013 is 1) Not on the list of supported hardware[1] and 2) Seems sufficiently different from anything else that porting will likely require a lot of skill and time. To make it a little on-topic: The libreboot build system works like a charm on debian, and it's very easy to build your own roms to flash if you happen to find a machine that is compatible.
