 From the list of packages included into the Debian Junior live CD,
https://cdimage.debian.org/debian-cd/current-live/amd64/iso-hybrid/debian-live-13.6.0-amd64-debian-junior.iso.packages
it seems the interface is a window manager (icewm) and not a full desktop.
Therefore the Network-Manager framework is installed to ease network 
setup, but without the usual GUI applet.
Then setup must be done either at low level or through nmcli (CLI) or 
nmtui (TUI, arguably easier).
Ubuntu has a doc on how to use nmtui and nmcli to set up wifi:
