xfce mouse/trackpad hover same as click?

Greetings,

I'm running XFCE on sid.

The mouse/touchpad pointer very very frequently activates what's being 
pointed at without any conscious motion on my part. I haven't found 
anything in settings that seems to relate.

TIA for any help diagnosing this,
