What is your version ? Here I have fetchmail 6.4.39-1
And man fetchmail or fetchmailrc shows :
GENERAL OPERATION
The behavior of fetchmail is controlled by command-line options
and a run control file, ~/.fetchmailrc, the syntax of which we
describe in a later section (this file is what the
fetchmailconf program edits). Command-line options override
~/.fetchmailrc declarations.
