I  think the point he's making is that the raspberry Pi OS, as it is
now known, is significantly different from standard Debian. As far as
I'm aware, there are still multiple versions of the kernel distributed
in each image, and when upgrading, there's a great deal of redirection
of 'overlays' going on. My Pi4 has two different kernel variations
installed, and my Pi2 has four.

There may also be a few packages not available for arm64, I ran into
one a year or so ago.

So it's very close, but not identical, particularly in terms of the
installer, which offers far fewer options. Debian doesn't use the Pi
method of enabling ssh, to stay right on topic. There are no choices of
mount points and partitions, at least in the beginning. It can be
rejigged to boot off a USB external drive rather than the SD card, and
anyone desperate for a different filesystem layout can do it, but
manually.
