Yup, so presumably these are really "Debian" images (to the extent that
they're provided by some part of the Debian project), rather than
something like the usual Raspberry Pi's "Debian-based" images.

I personally don't know how they're supposed to be used, so I find it
hard to help track down the problem without more details like what the
OP means by "attempted to install the system".  Still, I suspect the OP
just connected SSD to the machine and booted from that SSD and the
boot appeared to proceed correctly except his keyboard's events
are ignored.  No idea why that would happen.

Maybe the OP should contact "debian-cloud at lists.debian.org"?
