I don't agree, there is something called MVP (minimum viable product).

If you really want to ISO 015 exists, I suggest you first make a
bootable iso with the lowest possible number of updated packages and
then make available for download the other packages built on it.

If you can update your kernel as described in the link above, you will
be able to update all other packages in the same way.
