System/Index and ViewFS

Reading over ideas for System/Index, particularly http://lists.gobolinux.org/pipermail/gobolinux-devel/2007-January/001979.html, I wonder if ViewFS is really necessary. It would be one thing if union mounts were widely supported across most platforms, but that's not the case. Having to maintain a whole new and complex project for this seems like a rather high barrier. So I wonder why simpler solutions do not suffice? Two approaches come to mind 1) chroot, ie.
