Sure: we would need to have at least 5x more developers that would be
willing to dedicate significant part of their time to patch programs, build
software, test them, integrate them, and release the ISOs. You see, there
are no technical challenges, but these things are quite demanding. Not even
back in the day when we had about 6 folks actively working on the distro
moving to a rolling release would have been feasible.

Managing releases can easily become a monkey business kind of thing as
opposed to some stimulating activity. It is important to do it at times, of
course, so that we can show what's going on; however, I wouldn't be
personally excited to dedicate more from my spare time to roll new ISOs.
But this is just my point of view. Michael and Hisham may have different
opinions on the matter.
