GoboALFS will just automate the build process. However, it will let you
select which packages you want to see featured on the ISO, so you should be
able to keep the ISO at a bare minimum set of utilities. A network based
installer would demand the creation of a brand new installer utility.

An alternative would be to get the existing ISO and remove the .squashfs
files that you don't care about. You may also prune some entries from the
.squashfs files (although that will require the creation of new squashfs
images, given that squashfs is a read-only filesystem). In the end you will
end up with a pile of broken links on /System/Settings and /System/Index,
but those can be easily removed with our RemoveBroken script.
