package reordering / rene repos.

Hi,

I propose to move the following packages from the 'rene' repository to
the 'base' repository:

apache aspell aspell-de aspell-en aspell-es aspell-fr audiofile bsd-games
diffstat emacs expat fam fbset lame libjpeg libpng libtiff libungif libxml
libxml2 libxslt neon ogg-vorbis pcre pkgconfig subversion sudo tetex
valgrind vim wine

And I also propose to create a 'public' repository for the packages who
have lost their active maintainer. The [M] flag for the packages in this
repository would be set to "The ROCK Linux Project" or simmilar. The
remaining packages in 'rene', the packages in 'misc' and the packages from
other inactive repositories (such as 'jsaw') would be moved to this
'public' pool.

Everyone would be free to 'adopt' packages from the 'public' repository and
I wouldn't accept patches who create new packages in 'public'.
