If it is disabled for systems with no linux24, this is a decision which has
to be made at configure time - not when the package is built already.

I'd suggest that we always build a linux24-header and a linux26-header
package. They install theyr headers in /usr/include/linux24 and
/usr/include/linux26 respectively. The package with the "default headers"
is then symlinked to /usr/include.

For every package which requires linux24 or linux26 headers we simply pass
a -I$root/usr/include/linux24 (or -I$root/usr/include/linux26) using the
CC_WRAPPER.
