I cannot confirm any of this. For me, ``latex'' is a symlink to 
``pdfetex'' (which is expected behaviour), and it creates DVI files just 
fine when invoked simply as ``latex''.
If this does not work out for you, please provide me with the build logs 
for tetex, and the output of ``latex -v''.
