Well, it works jolly fine for me with udev up to 067 at least. A 
gratious udevstart also certainly leaves those directories untouched 
(even when nothing is mounted upon them).
It's arguable whether /etc/initscript is the right place to create them, 
but it at least guarantees system.init will find consistent 
preconditions to start out from. Mind you, at least with devfs these 
mountpoints will exist from the start, so for system.init to find 
consistent preconditions they would have to be removed by 
/etc/initscript.
As long as we support different /dev models with the current (ugly, 
broken) init system, it's best to leave things as they are.
