So, I found out something new here. For udev to call hal, there needs to be
the following line in one of the the udev rules files:
	RUN+="/usr/libexec/hal.hotplug"
hotplug itself still seems to be called automatically by udev without any
special rules. At least plugging new devices works flawlessly here, new modules
are automatically loaded.

My projected automounting chain is now:
udev-- hotplug
	`- hal - dbus - ivman - pmount

I will experiment a bit to see if I have everything in the package that needs to
be there, and then submit the mentioned packages again.
