As discussed earlier, udevstart will go away anyway. I already
mentioned the necessary changes to linuxrc for this.
I don't think running hotplug.init will be necessary after this,
because events are generated anyway for all present devices, and udev
will forward them to hotplug by itself.

No patch exists for these changes yet, as I don't have time to create it.
