In a non-cluster build it is. Since both glut and gnome-keyring do not have a
dependency on tcsh they can both be built before it.
Check if tcsh is even activated:

	grep tcsh config/<your config id>/packages

If the line starts with X then it is activated. If it starts with O then it isn't.
If it is activated you might try building the package manually:

	./scripts/Build-Pkg -cfg <your config> -5 -root build/<foo>/ tcsh
