remove subversion-static

hi,

i vote for dropping subversion-static build pass.

subversion is somewhat mainstream by now - i see no reason for still
building a static-version of subversion.
i'd rather add subversion to a bbs-pkgsel. so if folks need subversion
they can use our bbs package-set.

removing subversion-static support makes our subversion package more
clean.
