Well they shouldn't be, as you might have already guessed ;-) Seems like the 
Config script has some problems running on MacOS. Did you see any error 
messages during execution of ./scripts/Config?

The sequence of commands is correct, but as Benjamin already pointed out Rock 
is only known to work on Linux systems. I wouldn't be surprised if the 
programs the Rock scripts use had subtle differences on MacOS that cause the 
scripts to fail (silently). 
The most elegant solution I think would be to use a Rock Live-CD to boot and 
run the Rock scripts from. Sadly there is no such ISO image available for 
download as far as I know, but maybe other Rock developers/users  will 
create/upload such an image if you ask them kindly enough ;-) I don't have a 
PPC so I would have to make some handstands to build for PPC - install a PPC 
emulator, install and setup a PPC Linux on it and build using this emulated 
system. 
There are however Rock Desktop images for PPC available at 
 http://www.rocklinux.org/powerpc.html
Disadvantages are that they are more than 9 months old, rather large (3 
CD-sets each) and they require to be installed on your hard disk (not 
completely though - you can install just the packages you need).
There may be smaller PPC Linux distros available that allow to build a Rock 
distribution with no/minor adaptations, but according to the Wikipedia 
(Keyword Live-CD) "gcc and make [have not] not yet [been] seen in any PPC 
live CD".
