It's not a "historic relict" because the reason for having it is still
unchanged: if a file is not on the mirrors and the original server is
always timeouting, this will add huge delay for every scripts/Download
run.

The script even creates an output _explaining_ everything: that the
current file is skipped because of it is listed in src/Download-Errors
and that this file should be removed in order to retry fetching the file.
I don't see the problem with that...
