No.  The 3c509 doesn't have standard transceiver management information.
The settings it does allow configuration of is
   - three transceiver selections (AUI, 10base2, 10baseT), and
   - full duplex with 10baseT on the final 3c509B series
   - do not require 10baseT link beat
The only status information
   - link beat on 10baseT
