Which device is used as a peer? If it is a 802.11b+ or 802.11g, disable
any non-802.11b tx rate and modulation.
Please check if both sides use the same preamble (short or long), try
another channel. Try to set both sides to a fixed, low tx rate (1 or 2
MBit).  Don't use WEP.
