both link quality and noise level are not reported by the firmware
(linkqual is for Intersil radios only).

I got rev 16 of this host controller here: 1106:3038 (rev 16) and it works
fine with an external hub. There were some mails about VIA driver
workarounds in linux-usb-devel some time ago, maybe that could help
(couldn't find the post, sorry).
