Having problems using eepro100 driver in a static kernel

I am supporting some linux based software at gsfc.  We are using slack 9.1
with kernel 2.4.20.  I am trying to use the eepro100 driver obtained from
the scyld web site as a static driver built within the kernel.  It compiles
cleanly.  But when it is booted, neither pci-scan nor eepro100 driver seem
to be recognized (executed) and eth0 can not be configured. Should there be
an __initcall somewhere?  What can I do to get the driver to work when it
is compiled into the static kernel?

If I compile the source as a module it seems to work ok.  However, we
prefer to compile all the drivers that we use into a static kernel.

The reason we want to use the scyld driver is to see if it will remedy a
problem we have with one PC where we get the following message.
eth0: Command unit failed to mark command 00000000 as complete at 20476
I heard this may be handled by the scyld driver?  Any further information
on this problem would be appreciated.
