Why?

There are valid reasons, but usually this "requirement" stems from a
misunderstanding of a problem.

The EEPro100 chip doesn't provide a way to set the transceiver
configuration at power-up or reset.  You'll still end up with a
negotiated full-speed connection initially.

You can use
  mii-diag -F 10baseT eth0
in the initialization scripts, but this may not be what you really need.
