My current guess is
  Your switch really does have auto-crossover
      (although the on-line datasheet does list that feature)
  Something about the on-board NIC triggers a mistaken cross-over.
This still doesn't make sense, because port 16 does work...

An alternate guess is
  Your switch does not have auto-crossover
  Your on-board NIC is wired to the connector as MDI-X instead of MDI.
You can test this by using a straight cable to another NIC to see if you
get link beat.
