help reagarding pci driver

i am beginner ....i want to develope pci based pci relay output board and
its driver.

I have studied the spec of pci and i understood following please confirm.

First to access the configuration registers of pci....first connect idsel
pin to any one of AD-16-31 pins.

In the driver part first register the driver and then i have configure the
CONFIG_ADDRESS register .In the register for device number you have to give
the devicenumber depending on the pin which you connected to pci....
please tell me wheather i am  correct or not
