Probably the phone is not connected. Does the service user accessing the modem have write permission on the device? Consider writing a custom udev rule based on hardware IDs so that the device gets the correct user and group assigned to it, and a consistent symlink like /dev/ttyNOKIA6300 (create a new file under /etc/udev/rules.d/).
