You'll need to remove those quotation marks and get a current snapshot
from hostap.git for that to work or at minimum, pull this commit in:
https://w1.fi/cgit/hostap/commit/?id=de08fae66ab68e3eba96fdee33da971d08605f45

There was an inconvenient requirement on that particular parameter to
start with space and while it was possible to set that over the control
interface, it was quite inconvenient with hostapd_cli.
