Thank you. It works fine now with correct priority settings.

But that does not explain why it has worked for years without these 
settings. I do not understand what has changed.

My (old..) walls has not changed and I see nothing in 
https://metadata.ftp-master.debian.org/changelogs//main/w/wpa/wpa_2.7+git20190128+0c1e29f-6+deb10u1_changelog 
to explain it...

I am missing something. But I have other things to deal with...
